The Quezon City Government is the benchmark for doing business in the Philippines. This has posed a continuing challenge to the city government, under the helm of Mayor Herbert M. Bautista, to undertake continuing reforms in facilitating business startups in the city. It is the first Philippine local government to develop an online system for registering corporations. As another component of its 24/7 public service convenience channel is its system that allows real property taxpayers (RPT) to pay their RPT through Gcash, using their mobile phones.
It continues to work with the US Agency for International Development, through their ePESO program, to develop and apply online payment systems for other taxes and fees as well, providing added convenience to its constituents who no longer have to go to City Hall to settle their dues.
To address safety and structural integrity issues, while facilitating its exercise of its regulatory responsibilities, the city government has initiated cooperative arrangements with the national government agency, the Bureau of Fire Protection, to integrate its process within the LGU through a one-stop shop arrangement, so as to reduce transactional steps in applying for business permits and building permits.
To further promote investor interest in the city, Mayor Bautista has pushed for the enactment of policies that have led to an Economic Incentives Code, a local Public Private Partnership Ordinance and a local investment corporation, the Quezon City Development Authority, created through a national law.
